O.S: Windows Seven 64 Bits
So my situation is: I'd like to upload and broadcast albums of a band from a European country(not Belgium).

They have their albums put for download for free - so everything's fine regarding just listening to them.

However, when broadcasting... I know that's a matter of related rights and may not be the same thing.

I already asked them in an email if I can broadcast their free albums and they agreed and said that I am free to do that. However I feel an email is not an official thing and maybe I should ask them for a declaration or something?

Also, how do I find who is responsible for their related rights in Belgium ?(I guess because radionomy is located there I should be concerned about that, but correct me if I am wrong).
